In the coming decades, the risk of floods will increase, states the CHT document. But it warns that the probability can be reduced and its impact limited by adopting measures that involve analyzing the danger and proposing actions that may include building defense elements or respecting flood-prone areas, sometimes encroached upon.

In this regard, the Tajo River Chair at the University of Castilla-La Mancha has highlighted, in light of the floods recorded in this basin, that rising waters are natural events we must learn to coexist with.
They cite the example of the Manzanares river, which has seen a flow 19 times higher than the average of the last 90 years in recent days. The overflowing, they affirm, has affected facilities within the floodplain.

Allowing construction in these flood-prone areas has been a mistake, they explain. They urge to «respect floodplains.» «This situation should serve as an example for us not to repeat mistakes in the future,» they conclude.
