Regarding the railway connection with Portugal, it has been regretted that the Extremadurans have never been a priority for the Government because they have been loyal to Spain. «It is not right for such important Spanish regions like this one to be so isolated, not this one nor any other,» added Díaz Ayuso.
In the first document, the central government is requested to repeal the state Housing Law, make legal reforms to provide greater legal security to property owners for rentals, and also to combat illegal occupation of homes and inoccupation.
On the eve of the Fiscal and Financial Policy Council, Madrid and Extremadura demand in this text to renounce the fiscal independence requested by separatism by providing security to the common regime, not to split the Tax Agency, and to agree on a new system of autonomous financing among all the common regime regions, demanding guarantees that none will depart from their common framework.
The head of the Madrid government has initiated this institutional visit to Extremadura accompanied by the Minister of Presidency, Justice and Local Administration, Miguel Ángel García Martín; the Minister of Economy, Finance and Employment, Rocío Albert; the Minister of Housing, Transport and Infrastructure, Jorge Rodrigo; and the Minister of Environment, Agriculture and Interior, Carlos Novillo.
HIGHEST QUALITY PUBLIC SERVICES
The protocol signed by Díaz Ayuso and Guardiola at the headquarters of the Extremadura Presidency encompasses all areas of management of both public administrations and has a validity of four years renewable. Thus, it seeks points of union to provide the highest quality public services, increase the protection of the most vulnerable, and address current major challenges such as birth rate, access to housing, or drug control. «We are at the service of the entire Spain and everything we can learn and improve from the autonomous communities we want to offer to the whole Nation,» emphasized.
The Governments of the Community of Madrid and Extremadura are committed to an economic model based on freedom of enterprise, legal security, institutional stability, and the fight against bureaucracy, respecting a social dialogue model without government intervention. Therefore, they will promote the financing of SMEs and entrepreneurs with common interests, business internationalization, and talent attraction.
IMMIGRATION CONTROL
Regarding immigration, Díaz Ayuso and Guardiola demand from the Government with their protocol not to use it to negotiate with the autonomous communities or political parties the fragmentation of these competences or the development of a plan that promotes regular immigration linked to employment and another on the control of the current migratory chaos by strengthening controls through maritime routes and airports.
In terms of healthcare, they commit to strengthening the coordination of their devices at all care levels – emergency, hospital care, mental health, socio-health care, and public health – as well as to strengthen ties to share best practices such as care for patients with Amyotrophic Lateral Sclerosis (ALS).
Regarding this particular disease, the Community of Madrid is a pioneer thanks to initiatives such as the ALS Network or the Specialized Day Care Center CEADELA located in Pavilion 1 of the public Hospital Enfermera Isabel Zendal. At this point, it has been assured that this resource of the Madrid public health system is «at the service» of the entire Spanish health system. «Even if there is only one case of this cruel disease, our obligation is to make all resources available to families and patients,» it was stated.
Likewise, the Community of Madrid and Extremadura, faced with the evident shortage of healthcare professionals exacerbated since the pandemic, urge the central government to increase their number in training so that the current and future needs of the National Health System can be met. «We still lack doctors throughout Spain, non-EU doctors do not have their titles recognized because a long-term perspective is not being considered,» the president confirmed.
Related to the care of citizens, the protocol emphasizes attention to dependence, people with disabilities, children, the elderly, victims of violence against women, and support for families. Improving communication channels, transferring files, sharing experiences, establishing a collaboration group on the detection and monitoring of best practices in aging, or articulating the necessary mechanisms for the referral of victims between the reception centers of both regions are some of the points outlined in the document.
ENVIRONMENT AND AGRICULTURE
In environmental matters, the protocol includes cooperation to improve the knowledge and management of protected natural areas, joint defense of hunting, and promotion of traditional uses in the mountains for the survival of certain habitats and the revitalization of villages.
In rural areas, Madrid and Extremadura have committed to promoting the exchange of research personnel in R&D&I projects, such as those related to circular agrarian bioeconomy. Moreover, they will adopt a common position for the administrative simplification of agricultural policy and establish strategies to promote their own quality labels such as differentiated and quality production.
