
The 39 rental homes on Avenida de España were raffled yesterday afternoon, in the presence of a notary, at the Teatro Auditorio Ciudad de Alcobendas. These homes, which include a garage and storage room, have been provisionally assigned following this draw, pending the official notary record.
The Mayor of Alcobendas, Rocío García Alcántara, and the Housing Councillor, Jesús Montero, presided over this raffle, which took place with a full house of applicants, marking the first public housing promotion of the new government team during this term. The draw was broadcast live on the municipal YouTube channel at alcobendas.org. A total of 2,751 applicants for these affordable rental homes eagerly awaited the outcome as the balls rolled out of the drum, determining the lucky recipients of each property.
The Mayor emphasized that «the main objective of the government team I lead is to ensure access to housing, which is why we are working on various developments that offer solutions to the growing demand for affordable housing. During this term, we will promote the construction of nearly 900 homes and aim to build over 10,000 homes in the next decade.»
Listings Publication
Each applicant was assigned a random number to participate in this raffle. After extracting all the balls for each category to allocate the homes, an additional ball was drawn to determine the reservation priority order for each category. Once the notarial record is official, the listings will be published on the Emvialsa website (emvialsa.org) and will also be available in print at the Emvialsa office located at Calle Carlos Muñoz Ruiz, number 7. The Municipal Housing Company of Alcobendas will formally notify the provisional recipients of the draw results, including details of the assigned property. The allocation of homes through the raffle was carried out in a way that gave applicants with longer residency in the population registry a higher probability of accessing a home.
Affordable Rent
These 39 homes on Avenida de España will be rented out at «prices lower than the market rate,» as highlighted by the Housing Councillor, Jesús Montero. Rental prices will range from 465 euros per month for one-bedroom homes to 750 euros for three-bedroom properties. The building has five above-ground floors and two below-ground floors for underground parking. It comprises 4 one-bedroom homes, 23 two-bedroom homes, and 12 three-bedroom homes, including two units adapted for individuals with reduced mobility, all equipped with a garage and storage room.
They will be delivered by mid-year, featuring a furnished kitchen, pre-installation of air conditioning, SATE facade with exterior thermal insulation, aerothermal system for hot water and climate control, radiant-cooling/heating flooring, and pre-installation for electric vehicle charging. The property boasts high energy efficiency, with very low emissions and minimal energy consumption, resulting in an A energy rating. The construction of this development was carried out by Construcciones Rubau and is nearing completion. The homes will be handed over to their recipients next summer. The building cost 5,387,150 euros plus VAT, with a subsidy of 1.7 million euros for its high energy efficiency through the Recovery, Transformation, and Resilience Plan, funded by the European Union – NextGeneration.
Upcoming Developments: 10,000 Homes
The government team is already working on new public housing developments for this term, such as the one at Marqués de la Valdavia, number 47, which will feature another 41 rental homes and is set to begin construction by mid-year. In spring 2026, the construction of the 36 institutional accommodations in Valdelasfuentes, located on Calle Doctor Ángel Olivares, will be completed, and these will be allocated for use by disadvantaged groups. Another 740 homes will be built on two municipal plots that the Alcobendas City Council has allocated to the Community of Madrid for the VIVE Young Solution Plan. One will be located in the North District, on Avenida Camilo José Cela, where 390 apartments will be built, and the other in the Urbanizations District, on Avenida Olímpica, with an additional 350 units. The City Council expects these projects to be raffled off before the end of 2027.
Furthermore, protected rental homes will also be built on land previously designated for offices. Municipal technicians have already identified 17 suitable plots. Emvialsa will develop a new housing project in the Los Peñotes area, at Calle Diego Salmerón, number 4, featuring another 32 homes. Additionally, in the urban development of Los Carriles-Valgrande, 8,600 homes will be constructed, with 55% designated as public protection housing. After four years of stagnation, in just a year and a half, the definitive reallocation has been approved, an agreement has been signed with the Canal de Isabel II to ensure water supply, and the urbanization project has commenced.
